The policy of clearing California’s institutions is nearing the end. Left are the cases that are most difficult to relocate. For four decades, California has been trying to place developmentally disabled people like Bobby in less restrictive facilities, moving them out of large state hospitals and into community care.Now, as the state nears the end of the deinstitutionalization process, it is faced with finding new homes for its toughest cases.
