What is a Workforce Investment Board?
Volunteers linking many Rutland County business and education communities to bridge the gap between the workforce of today and the one we need for the future.
Partners working to strengthen our economy by fostering relationships among employers, educators and service providers to enable people to get the skills they need to find productive and rewarding work.
- Created in 1996 (VT H429) to be the voice of business in the areas of education and training.
- RRWIB is one of 12 statewide, and hundreds across the country.
- Authorized to identify workforce education and training needs and to coordinate delivery of programs that can meet them.
- Funded through a state grant with a requirement for matching funds from the community.
RRWIB Structure
The WIB is a 501C3 organization. We have a Board of Directors; 50% comprised of business leaders and 50% of educational and community service organization leaders.

Our Vision…employers enjoy a competitive advantage provided by a workforce whose skills are well matched to the need. Individuals have access to employers who provide personally and professionally rewarding employment.
Our work is focused on two distinct populations. Through our Council on Youth, we address the career preparation of students who comprise the workforce of the future. Our goal is to ensure that Rutland County students are actively planning for the world of work and that they are exposed to the opportunities for continuing education and for careers within Rutland County. We want students to make sound choices for starting their career.
Through our Adult Workforce Council, we address the ongoing development needs of our current workforce. Through our collaboration with businesses and community service organizations, we understand the workforce gaps and issues and work to develop solutions that can be locally offered.
